1. Secure Genetic Integrity.
For thousands of years, humans have been weighted down by genetic deficiencies and health challenges that cause dysfunction in the world. The goal of [New State] is to fix these problems so as to elevate humanity—up a level—and prepare people for the future challenges awaiting as a space-faring civilization. These fixes, improvements, and resulting benefits will be created by the teamwork of [New State] members. [New State] members will follow [New State] principles and values with the goal of producing higher-quality citizens each generation. Higher quality means being healthy, intelligent, attractive, and marketable.
Intelligent refers primarily to self-control, because there are people who can do well in school and perform well on an IQ test who also have poor judgment or irrational beliefs. Self-control regulates the emotions, enabling a person to reason more often as a default behavior, thus gaining conscious awareness and the independent ability to make moral decisions instead of blindly following popular belief.
Attractive: contrary to some people's beliefs, beauty is not in the eye of the beholder. Beauty is in the eyes of the intelligent. It takes both self-control and intelligence to notice details—color, alignment, proportion, shape, texture, etc. For example, a man who drinks alcohol develops weaker self-control, resulting in weaker beauty standards. Many women who feel unattractive tend to prefer men who drink. An intoxicated man is more likely to make an unattractive woman feel attractive, resulting in the proliferation of unattractive, weak self-control genes.
Currently, only a tiny fraction of the population is desirable; as a result, society elevates their wealth and power far above the rest of us, creating a power imbalance. [New State] will take small steps each generation to filter out undesirable traits from the gene pool and proliferate desirable traits.
What is marketable?
Example 1: A person's height. It's important that boys grow to be taller than girls, or that girls don't grow too tall. That's what both sexes prefer. If a girl grows too awkwardly tall or a boy too short, they become less marketable. Perhaps this can be achieved through diet and exercise alone.
Example 2: If everyone in society were only interested in becoming an athlete or musician, would that be a good thing? Of course not; there is a limited need for those types of people. Society needs more problem-solvers. If women mated exclusively with problem solvers, the problem solver population would increase, and the world's problems would be on the way to being solved.
Example 3: Masculine and feminine traits are more marketable than androgynous and all forms of LGBTQ. The mating market will be greatly simplified and work coherently when there are just masculine and feminine.
Total reproductive freedom should not exist in the [New State] system. Reproductive freedom is the cause of many of society's problems. Cooperating members of the [New State] should ensure all children are born free of genetic and biological misfortunes.
When farmers breed cows, they put a cow's sperm under the microscope and notice some sperm are weak because they can hardly swim, some sperm are retarded because they swim in circles, and some sperm just don't look right. Farmers don't leave it to chance; they select the strongest, healthiest sperm to be the new cow. This is one example of a simple filter that, if applied to humans, might go a long way toward improving the human condition.
2. Manage capitalism to fulfill housing, healthcare, and suitable Mate needs.
As the organization of [New State] takes shape, it will provide affordable quality housing, healthcare, and romantic partners (the necessities) to members who follow [New State] values.
These three necessities form the foundation of a family. The family is the basis of society. Because these are biological necessities all people need, they should not be subject to the same capitalist free market forces as all other goods and services.
The [necessities] do not include all other consumer goods and services the average person buys in their life that are subject to capitalist free market forces: transportation, food, entertainment, household appliances, internet, cell phones, computers, clothing, sporting goods, tools, cosmetics, cleaning and gardening supplies, and so on.
This is not a proposal for full and wide-spread changes to capitalism. The goal is political policies and zoning laws whereby housing can be kept affordable to qualifying citizens. For example, one policy would be to protect the border and strictly limit immigration to prevent housing shortages. A zoning law example: neighborhoods that follow [New State] family planning values to encourage the creation of higher-quality citizens and manage population growth. This would be a real working-model social experiment to improve the human condition, just as the United States started off as a social experiment over 200 years ago.
I call this community a "State Nexus," or Nexus for short (the central and most important place in society where housing, healthcare, and romantic partners connect). The [Nexus] will be a community of citizens with the shared goal of purchasing and selling housing only to other [Nexus] community members that share the [New State] values to produce an intelligent, attractive, and healthy next generation of citizens. The housing cannot be used as an investment or income property. Profit is not the goal. This will allow citizens to purchase and pay off a home much sooner, thus achieving the American Dream before they are too old to enjoy it.
[New State] will have its own health care system. Members will be born healthier and live by [New State] values, thus making health care simpler and more affordable.

3. Create a more objective form of government.
Democracy and the constitution were started by a group of people, some of whom were objective thinkers. Today, democracy in America fails, partly because the majority of voters and politicians are subjective believers, not objective thinkers. See:

The election process, thanks partly to the invention of television, has evolved into a two-year-long popularity contest with a silly celebration and dance at the end. This is a highly extroverted affair and reveals the more influential rather than analytical personality traits of those involved in politics today.
The modern world has grown global, complex, and dangerous compared to 200 years ago, when the founding fathers created the Constitution and started American democracy. Without objective thinkers making the decisions, American democracy is now dangerously inadequate.
A new system of government will be developed to bring objective-thinking personality types into decision-making positions. Objective-thinking personality types find themselves in occupations like detectives, scientists, engineers, pilots, financial traders, statisticians, and doctors. As opposed to subjective believer personality types, which are politicians, salespeople, religious leaders, and lawyers, I am speaking in general terms. Not every person in these fields would positively test out the personality type I specified. In short, we need more thinkers and fewer speakers.

4. Balance the Mate Market to create true gender equality.
Over the last 10,000 years, the agricultural revolution, technology, the women's movement, and sperm banks have increasingly given women more options, thus reducing their need for men. This has given women a power advantage.
Historically, this power advantage forced men to form a patriarchy to help divide up sexual resources and cover women’s bodies to reduce their sexual power.
